Scope comes before a quantity
A takeoff can be measured correctly and still be assigned to the wrong scope. That is why document review belongs before, alongside and after measurement. The estimator needs to understand what the quantity refers to before deciding how it should appear in the estimate.
Construction documents distribute information across several places. A plan may show a location. A schedule may identify an item at that location. A specification may set written requirements for that item. A revision, addendum or note may change one part of the picture. An AI tool may help locate those references, but locating them does not decide how they fit together.
Treat discrepancies as decisions
Federal construction clauses make the distinction concrete, even though every project has its own contract documents and rules. FAR 52.236-21 says that information mentioned in specifications and not shown on drawings, or shown on drawings and not mentioned in specifications, can still have effect. It also directs that a discrepancy in figures, drawings or specifications be submitted for a written determination. That clause should not be imported as a universal rule of precedence for private work. It is a clear public example of why a disagreement is a decision to manage, rather than a gap a takeoff tool should silently fill.
The Veterans Affairs Architectural Design Manual makes a related coordination point: drawings and specifications should be complete, clear and coordinated, and it uses room names as an example of information that matters across documents. That is why a measurement, a material selection and a requirement should not be collapsed into one unexamined output line.
Identify the sources that define the item
Start the review with the question the estimate needs answered. If the team needs a floor finish quantity, identify the room or area on the relevant plan, the material named by the schedule or legend, and the written requirements that could affect the assembly. If the question concerns a partition, identify the plan location, wall type or detail, the associated specification section, and any note that changes the condition. The point is not to read every page before using a tool. It is to name the sources that define the particular item being priced.
Separate observation from interpretation
Then separate observation from interpretation. An observation states what a source literally says: "Room 204 is tagged F-2 on FP-1." Another observation might state: "The Room 204 row on FS-1 identifies F-3." Interpretation begins when someone decides whether the sources are consistent, which source governs under the applicable documents, or whether clarification is required. Keeping those categories separate makes it easier for another estimator to retrace the work and challenge the right decision.
Consider a fictional teaching example. A finish plan identifies Room 204 as F-2, while the room's finish schedule identifies F-3. The legend defines those codes as different materials. A takeoff can still calculate the room area, but that area should not quietly become an F-2 or F-3 material line. The review record should retain the room, both source references, the observed disagreement and the next action. The responsible estimator can then check issued changes and the applicable project requirements, or seek clarification if the discrepancy remains. This is an invented example, not a customer project or a Setmark product result.
Keep revisions connected to the question
Revision control matters because scope interpretation has a time dimension. Bluebeam's drawing comparison documentation describes comparing an original PDF and a revision so differences can be highlighted. That is an example of a document-review method, not a claim about a required product or process. The practical question for an estimator is simpler: when a document changes, can the team identify which quantities, material selections or open questions might need to be revisited?
The result of this review does not need to be a long narrative. It can be a small, useful record with four elements: the source reference, the literal observation, the estimator's interpretation, and the next decision. When the record contains an unresolved question, it should travel with the item into the estimating process instead of disappearing during handoff.
